A Red-Belted Clearwing Moth in the Garden (at Home)?

We are inclined to think this Little Guy is a Red-Belted Clearwing Moth:

The Red-Belted Clearwing Moth is a 'Nationally Scarce B' Species viz.

There are two Categories of Nationally Scarce, namely:

Nationally Scarce A: Species which have been recorded from 16-30, 10 km Squares since 1980
Nationally Scarce B: Species which have been recorded from 31-100, 10 km Squares since 1980

It is not known if these Categories are up to date.
